REGULAR LA DEMANDA CLAVE

Una iniciativa podría ser reasignar recursos a productores pioneros que utilicen de mejor manera la gestión del agua y sean capaces de lograr una mayor productividad. Con todo, cualquier medida tendrá repercusiones ambientales y/o económicas.

Con esto se pretendía dar a conocer la relevancia de este recurso, así también, generar conciencia sobre los millones de personas que viven sin Durante la última década Chile ha enfrentado una delas peores sequías de las que hay registro, tanto es así que, según estimaciones realizadas por el Centro de Ciencia del Clima y Resiliencia, el periodo 20102019 se ha posicionado como el más seco en los últimos mil años para la zona central de Chile. Este periodo concuerda con la década más cálida en 100 años, todo esto llevó a denominar el evento como “mega sequía”, que principalmente ha afectado la zona comprendida entre Coquimbo y La Araucanía. El agua siempre ha sido uno de los principales recursos no sólo para la vida, también para la industria productiva, siendo la agrícola la que consume cerca del 70% del agua dulce. Por tanto, la productividad humana se ve fuertemente afectada bajo eventos de sequía. Algunos estudios estimaron que países que enfrentaron episodiosimportantes de sequía crecieron en su producción agrícola a tasas más bajas que otros similares queno se vieron enfrentados por estos episodios, lo que se traduce en una diferencia de 1, 4% en la producción. Esto sedebe principalmente al aumento en los costos productivos, menor rendimiento de los cultivos y, por ende, un aumento en las restricciones presupuestarias delosagricultores para técnicas de producción avanzadas.
Código de aguas de Chile Desde 1981 Chile opera bajo un sistema de derechos privados de agua comercializable. En teoría, esto contribuye en permitir el acceso permanente al agua y reasignar derechos mediante transacciones
en el mercado, con lo que se busca garantizar una distribución óptima del recurso. En esta última década, marcada por la escasez, los resultados han mostrado un comportamiento contrario al esperado, pues los usuarios de agua han recurrido anuevas fuentes de aguaen lugar de comprar derechos en el mercado. Esto debido a que generalmente son reacios a comprar derechos y/o porque el suministro de derechos es insuficiente para satisfacer la demanda. Lo anterior ha generado un debate acerca de la efectividad del sector privado en el cuidado del recurso; los principales cuestionamientos apuntan a una
escasez construida socialmente para que el mercado funcione, en lugar de causada de forma natural. Las respuestas a la sequía en Chile han apuntado a la oferta por sobre la gestión de la demanda, sin asegurar los derechos en condiciones deescasez, privilegiando medidas individualizadas la
acción colectiva. Si bien, no existen soluciones sin repercusiones económicas y ambientales, las medidas deben ser evaluadas en forma participativa, principalmente a nivel local. Dela misma forma, serequiere una reforma al código de aguas que posicione el derecho humano al agua como primera condición.
¿ Qué hacer? Al igual que Chile, tradicionalmente otros países centraron susesfuerzos en medidas del lado de la oferta en el corto plazo, en lugar de regulaciones por el lado de la demanda. En el largo plazo se orientaron en proteger y mitigar los graves impactos de estos eventos. Sin embargo, las recientes sequías han introducido necesidades de cambio en las políticas de agua. Las condiciones de escasez de agua, junto a las incidencias de las sequías han llevado a la introducción de regulaciones para una gestión más eficiente del uso de agua y la asignación de recursos. Bajo ciertas circunstancias, las sequías pueden incluso afectar positivamente la productividad, por ejemplo, estos eventos pueden generar políticas que reasignen recursos a productores pioneros que utilicen de mejor manera la gestión del recurso y sean capaces de lograr una mayor productividad. Es imposible encontrar soluciones inmediatas que hagan aflorar el agua sin repercusiones económicas ambientales o sociales, que nos permitan mantener los niveles de consumo actuales. Los resultados evidencian la importancia de abordar el problema del agua, no en términos de agua material y de responsabilidad individual, sino más bien como relaciones aguasociedad. Claro está que el código de aguas actual es insuficiente para afrontar eventos de “mega sequía”, por sobre el cuidado y gestión eficiente del recurso, se fomenta la generación de capital y poder. Bajo cualquiera circunstancia, una reforma al código de aguas debe consagrar el derecho humano al agua como primera condición.
